BUILDING WORKS WITHIN 4.5 METRES OF REVETMENT WALL

 
From time to time building works are carried out within 4.5metres of the revetment wall. These works can be contrary to the Noosa Plan.

The setback provisions ensure:

  1. The revetment walls are protected from additional loadings and adjacent property owners' walls are not put at risk through the illegal construction.
  2. The flood storage capacity of the canal is not diminished. The area 4.5 metres back is part of the flood storage capacity. In the last eight years flood waters have gone over the revetment walls three times. Sometimes the flooding has lasted a week.
  3. The amenity of the canal waterfront area is not adversely impacted.
Council has and will enforce the restrictions and ensure that the design and operation of the canals and protection to properties are not impacted.

Setbacks to watercourses of Noosa Waters Estate

O36 Buildings works, filling or excavation works and improvements for lots adjacent to the watercourses of the Noosa Waters Estate are appropriately designed and sited to ensure that -

a) the flood storage capacity of the watercourse is not affected;

b) no additional load is placed on the revetment walls;

c) the membrane adjoining the revetment wall is not affected;

d) the amenity of surrounding development is maintained; and

e) views from the watercourses and public open space are not obscured.

Probable Solution

S36.1 For lots adjacent to the watercourses of Noosa Waters Estate, building works, filling or excavation works and improvements are undertaken no closer than 4.5m from the centreline of the concrete revetment wall.

14.58 Effects of Works
O32 The flood detention and amenity functions of areas adjacent to the revetment walls within Noosa Waters Estate are retained and enhanced by ensuring -

a) works do not protrude through a batter line of 1:4.5 measured from the centre line of the revetment wall;

b) there is no additional load placed on the revetment wall;

c) works do not pose a risk to the membrane adjoining the revetment wall; and

d) the amenity of the locality is not adversely affected by the building works, filling or excavation works or improvements.

S32.1 No building works, filling or excavation works are within 4.5m of the centre line of the top of the concrete revetment wall;

AND

S32.2 A minimum of 25% of the area within 4.5m of the revetment wall is planted with shrubs and trees with a mature height of 3m or less;

AND

S32.3 A maximum of 25% of the area within 4.5m of the revetment wall is under hard pavement, decking or similar and the balance is to be grass, ground covers or shrubs provided no shrubs are planted within the first 1m of the revetment wall;

AND

S32.4 The ground surface within the first metre of the revetment wall is grass or ground cover;

AND

S32.5 No tree species with a mature height of over 3m are planted within 4.5m of the revetment wall;

AND

S32.6 Side boundary fences within 4.5m of the revetment wall taper down to a maximum height of 1.2m at the revetment wall and no more than 1.5m at a distance of 2.25m from the revetment wall.
